Abolished: This policy or benefit no longer exists. It may still appear in older documents.
It was a residual residence permit for serious individual reasons (health, vulnerability, integration), granted in Italy until the 2018 reform abolished it. Old permits remained valid until expiry. Special protection later took its place in part.
If you see umanitaria mentioned in older articles or files, that's the historical context. Today, equivalent situations are mostly handled through special protection or other ad hoc permits.
Umanitaria no longer exists as a current permit. People sometimes still ask for it by name, but the legal route in similar situations is now protezione speciale or other specific permits.
