It's an INPS indemnity for self-employed workers in Gestione Separata whose income drops a lot from one year to the next. It pays a monthly amount for a limited period, in exchange for joining a re-skilling program.
It's one of the few safety nets available to freelancers. Eligibility is narrow and the amount is capped, but for a year of bad business it can soften the blow.
ISCRO is not the same as NASpI. NASpI is for laid-off employees. ISCRO is only for partita IVA holders in Gestione Separata, and the rules are quite different.
