Annual Migration Quota Decree
Plain English
It's the yearly decree from the Italian government that sets quotas for how many non-EU workers can be hired from abroad and in which sectors. When the quotas open, employers race to file work nulla osta applications during a tight booking window known as a click day.
Why it matters
For most non-EU workers without family ties or EU status, this is the only legal path to a first work permit in Italy. If your sector and country aren\'t in the quota, or the quota fills up in minutes, you wait until next year.
Real example
"For the 2024 click day, Giovanni's logistics firm in Verona had everything ready at 9:00 sharp. They submitted 4 applications for Bangladeshi warehouse staff in the first 12 seconds. All four got nulla osta approval months later."
Common confusion
Not every job needs a Decreto Flussi slot. Highly Qualified Workers (Blue Card), intra-company transfers, and start-up visas have their own routes outside the quota.
