It's a first-reception centre for people arriving in Italy who request international protection. Stays are meant to be short: identification, health screening, and asylum application start happen here, after which residents move to other centres.
It's the very first stop in the reception system. If you read media coverage of arrivals from the Mediterranean, the CPA is often the first place mentioned.
