It's the certificate EU citizens get after 5 years of continuous legal residence in Italy. It confirms permanent residence and doesn\'t expire, although the printed certificate can be re-issued.
Why it matters
Permanent residence gives you stronger protection against losing your status and qualifies you for some benefits with the same rules as Italian citizens. It\'s also a building block on the way to citizenship.

Common confusion
It\'s EU-only. Non-EU residents get the long-term EU residence permit instead, which has different requirements and is issued by the Questura.
