It's the B1-level Italian requirement introduced for naturalisation citizenship applications. You can satisfy it with a certificate from an accredited institution (CELI, CILS, PLIDA, CERT.IT) or with certain Italian school or university qualifications.
Without proof of B1, the Ministero dell'Interno can't move forward with a citizenship-by-residence or by-marriage application. Plan the certificate well before filing.
"To finalise her citizenship application in Lecco, Olha booked a B1 exam at a CELI centre. She passed on her first try and attached the certificate to her file."
Self-study without taking an accepted exam is not enough. The Ministry only accepts specific certifications and school titles from a defined list.
