It's the gross annual salary, including base pay and any 13th or 14th month bonuses spread across the year. Italian job offers are usually quoted as RAL.
RAL is the starting point for calculating your net monthly pay, your tax bracket, and your pension and severance accrual. Always check whether an offer is RAL or net.

RAL doesn't include the employer's social-security cost on top, which can be roughly another 30%. The cost-to-employer is much higher than the RAL number suggests.
