It's a stay contract you sign at the SUI when you enter Italy on a work-based route. It links your residence permit to a specific employer, who in turn commits to housing and other conditions.
Why it matters
Without signing it at the SUI, your work permit can\'t be released, and the whole Decreto Flussi process stalls just before the finish line.

"Once his nulla osta was approved, Yusuf was called to the SUI of the Prefettura di Macerata. He and his new employer signed the contratto di soggiorno together, and his permit was released soon after."
Common confusion
It\'s a public administrative contract for the residence permit, separate from your normal employment contract (CCNL). You\'ll often sign both around the same time.
