Read the fee schedule before signing anything: the canone, the cost per bonifico, and withdrawal fees at other banks' ATMs all vary a lot between accounts. If a branch says opening an account is impossible without residenza, that's often that branch's policy rather than the law. Trying another bank, or the same bank's online arm, regularly works.
