It's a code issued to non-EU citizens without a valid permit who need essential and urgent healthcare. It allows access to basic services anonymously, separate from immigration enforcement.
It protects access to healthcare for undocumented migrants. Hospitals and ASLs can issue the STP without reporting the patient's status to police authorities.
STP doesn't legalise the person's stay. It's a healthcare-only protection that exists in parallel with immigration rules.
