It's the regional layer of Italy's healthcare system. Each region runs its own SSR, organising hospitals, ASLs, and budgets, within the national rules set by the SSN.
Day-to-day healthcare quality, waiting times, and digital services vary by region because the SSR sets local policies. Two regions can offer the same LEA but with very different patient experience.
When you change region, your SSN cover follows you, but the SSR running it is different. Re-register quickly to avoid losing access while you settle in.
